Trip to Ottawa September 2005

The trip was at the invitation of Deane Zeeman, Lead, Catalytic Initiative, Library and Archives Canada.  InformCanada was invited to be a sponsor, free of charge, and exhibit the proposed Taxonomy at the two day Metadata Forum. In addition, Deane convened a group of interested federal people at a follow up meeting to one held in April for further demonstration of the Taxonomy and discussion of how it might be helpful for indexing information on Government of Canada web sites.

Metadata Forum September 27-28: a two-day event designed for key decision-makers and leaders in the field of information resource management. The theme of this year's Forum was Metadata: A Reality Check. There were 300 participants, the majority from federal government departments but many library faculties, provincial government ministries and some museums, archives and libraries.  I believe InformCanada was the only association representing non profit community-based organizations.  Sponsors who displayed at the conference were Bell Security Systems, Locus Software and Schemalogic, Deloitte, and Online Computer Library Centre.   We were very lucky to have a pro bono spot to exhibit as the full cost would have been $1,200.  This included complementary registration and meals.

InformCanada Taxonomy Exhibit:  The InformCanada booth was well positioned to catch participants during breaks, lunches and between workshops.  It's hard to estimate but I believe I must have demonstrated the Taxonomy to approximately 25 people the first day and perhaps 20 the second.  Demos ranged from the very brief and distracted to quite long detailed explorations driven by someone very interested in the system.  Some typical contacts included people from: Bank of Canada, Manitoba Legislative Library, Treasury Board, several university libraries, several public libraries, the Supreme Court of Canada library, Government Services, Government of Ontario, information management consultants.

Workshops:  I managed to get to a couple of workshops and plenary sessions too.  Two of the members of our Taxonomy Advisory Group formed for this project were delivering presentations:  Louise Spiteri from Dalhousie presented on Folksonomies, and Linda Farmer coordinated an excellent panel on Auto Categorization in a Box. 

These two sessions represent some interesting trends that could have an impact on the development and use of a taxonomy such as ours. Folksonomies are places on the web where you can do "social bookmarking" of your favourite sites (e.g. furl.net or del.icio.us) From Wikipedia:  "Social bookmarking is an activity performed over a computer network that allows users to save and categorize (see folksonomy) a personal collection of bookmarks and share them with others. Users may also take bookmarks saved by others and add them to their own collection, as well as to subscribe to the lists of others. - a personal knowledge management tool."  Although this is a highly subjective way of sorting information and doesn't sit well with those who favour controlled vocabularies like the Taxonomy, Louise believes folksonomies are gaining popularity and bear watching.

Linda's session was a good summary of how far auto categorization has progressed and gave one example from the federal government Content Management Solution (CMS) project operating in Public Works Government Services Canada.  CMS will develop a way to collect and create, manage and deliver information from all Government of Canada websites using common standards to facilitate citizen access.  This is a large project involving Deloitte, PWGSC and a software called Interwoven which has an auto categorization tool.  The tool will be programmed to automatically categorize items of information using a classification system and searching the item for key words, semantic clues, and statistical analysis for guidance on to how to interpret these words and hence categorize the item.  Most appropriate application is in environments where there are huge volumes of information to categorize.  The CMS is one project area where we believe our Taxonomy could bring significant value to the federal government.

Meeting September 29:  A follow up session from our April 11 meeting, with some new participants. Present were Sylvie Regimbal from Veterans Affairs Canada (on our Advisory Group and Editorial Group, heading up the inter-jurisdictional Collaborative Seniors Portal Project); Lynn Herbert with Serivce Canada (Social Development Canada); Greg Renauld Treasury Board; Margaret Devey, Treasury Board; Cecil Somerton Treasury Board; Anne Price in charge of registration process for classification systems at Library and Archives Canada; Gerald Stone with intellectual management in Library and Archives and responsible now for the Core Subject Thesaurus; Marie Claude Cote, Treasury Board; Deane Zeeman, chair with Library and Archives Canada.

We summarized highlights of the last meeting, and progress on deliverables of the current project then did a demo of the Taxonomy web site.  Major responses from the group and areas for follow up:

• pursue the registration of the Taxonomy for use on Government of Canada web sites
• follow up with LAC re. use of the CST and how the Taxonomy might be complementary to it
• sent out Georgia's Development Rules and Data Dictionary FYI to the group
• relevance of Taxonomy to work with Service Inventory for the Government of Canada and Government Strategic Reference Model
• follow up with 1 800 O Canada, potential for 211 playing a role in Service Canada, including getting in front of senior staff at HRSDC
• follow up through LAC with senior staff at Treasury Board
